AI Adoption Surges 282%: Why CIOs Must Upskill Now
AI adoption is accelerating at an unprecedented pace, reshaping CIO priorities and redefining the relationship between CIOs and CEOs, according to Salesforce’s newly released 2025 CIO Study. The report reveals a 282% increase in full AI implementations over the past year. This is up from 11% in 2024 to 42% in 2025, marking a decisive shift from experimentation to enterprise-wide scale.
This rapid expansion is forcing CIOs to rethink leadership competencies. 94% of CIOs say scaling AI requires them to expand their skills, particularly in storytelling, change management, and organization-wide alignment. As AI becomes embedded in workflows, CIOs are taking on broader strategic responsibilities, extending far beyond technical readiness.
The findings reinforce a growing gap between CEO expectations and CIO preparedness. A Gartner survey from May 2025 shows that only 44% of CEOs view their CIOs as truly “AI-savvy”, despite 77% believing AI will define a new business era. CIOs must now actively demonstrate fluency in AI strategy, risk governance, and business transformation.
Key insights from the Salesforce CIO Study include:
- CIO confidence is rising — 75% feel more confident in their role than last year.
- AI budgets are expanding — with 30% now dedicated specifically to agentic AI.
- Agentic AI is inevitable — 96% of CIOs say their organizations use or plan to use AI agents within two years.
- Service organizations lead adoption, with 65% of CIOs collaborating more closely with customer service teams.
Despite the optimism, data quality remains the biggest barrier. Only 23% of CIOs feel fully confident in their AI data governance, and just 14% of IT budgets currently support data security. Cross-functional alignment is also lagging. While 81% of CIOs recognize the need to partner with HR, finance, and sales, fewer than half are doing so effectively.
As AI continues to penetrate core business functions, Salesforce concludes that CIOs must evolve from technology custodians to enterprise transformation leaders — capable of operationalizing AI at scale while earning CEO trust in an increasingly agentic future.
